Vengeful Judge not working?

Has anyone noticed any effect from this Capstone?

None of its listed effects seem to work:

The cool down reduction doesn't work.
The 35% "damage boost" doesn't appear in tooltip damage or in ACT logs.
The extra Divine Oaths don't seem to proc either.

Anyone else notice this?

    It's broken. Been that way since it hit preview.

    I have seen it proc quite a few times but never noticed any changes from it, I cant imagine this path once they fix that, its quite <font color="orange">HAMSTER</font> already.

    They just want to nerf 1 skill which is justified cause it "one shots" anything (players, it only one shots adds now at lvl 70), buffed by my guildmates i dealt 1,6m dmg against valindra with it ....

    Yup, not working.
    Love the Justice path though. It's still tanky, but has awesome dps as well.
    I hate dancing with Lady Luck. She always steps on my toes.

    The extra Divine Oaths proc for me just fine.
    Now, the other parts...

    Yeah the Protection oath has to suffer this bug meanwhile my Devotion paladin can use it without a fail, interesting.

    Devotion only gains the -35% cooldown per charge. Doesn't get any damage increase.
