Oathbound Paladin 'Vengeful Judge' Feat Bug

I have recently reached level 55 on an Oathbound Paladin with the Oath of Protection paragon path. Upon putting a point in the feat Vengeful Judge from the Justice path I do not receive the Judge buff or cooldown reduction on my encounters. My friend who is of the Oath of Devotion path receives the perks of this feat however so it might be related to the Protection paragon path.

Edit: It seems I still have the chance to immediately grant a charge of Divine Call but nothing else works when using Divine Call.
