TR Cool down time GLITCH!

I've put on the "Shadow Strike" encounter attack on my character a few times for some PvE, and it seems when I do so, my coold owns seem to almost double!
Example:
Deft Strike: Now: 23.7 seconds, used to be around 10/12 seconds
Lashing Blade: 33.9 seconds!!!! Used to be 20 seconds!!

When I take off the Shadow Strike, the cool downs don't go off... I've tried going in PvP matches and logging out and back in. And I used to play this on PC which is frustrating to why this is happening!

Has anyone had the same problem?

And I'm a level 60 Trickster Rogue (Whisperknife)

Are you sure it's a glitch and not you changed something with gear change? Curiosity, not judgement
