spinward rise nurfs gwf damage by 99%

Just jumped into spinward rise and attacking one low level npc with my level 61 gwf,ok its not level 70 yet but it has a gear level 3.37 k (formerly 24k gs) full rank 10 and T.vorp + T.soul.
as you can see from the attached screen shot the combat log clearly shows that gwf abilities such as sure strike and flourish etc are NOT doing correct damage,in fact it looks more like gwf is only doing 1% of correct damage,something seriously wrong on that map .
i watched a cw with similiar gear level smash thru mobs of npc's on spinward rise no worries while my gwf barely even touches one npc,its like my gwf is level 1 vs a level 60 npc !
and combat log shows this as well that my weapon damage is being incorrectly calculated,or otherwise the npc's are getting 99% damage resistance vs gwf?
OR the server is NOT adding base weapon damage to the calculations of damage inflicted by players

Character level matters more in this case.
