Ghost stories, half way into the zone stops scaling your level up

Ghost stories has two sections to it. In the first section it'll scale your level up to 70 as the enemies are 71 but once you get to the midpoint door it'll revert you to your normal level while the enemies remain 71. If you aren't 70 this means you'll get cruuushed and have to abandon the quest without some help from other 70's.
