Oathbound Paladin - Incorrect stat arrays

I'm seeing weird stat arrays where the tertiary stats (STR, DEX, INT) are getting higher stats than primary (CON) or secondary (WIS, CHA) when rolling up a paladin. Examples listed below with racial bonuses removed.
1) STR 13, CON 17, DEX 13, INT 11, WIS 11, CHA 10
2) STR 15, CON 15, DEX 13, INT 11, WIS 12, CHA 10
1) STR 13, CON 17, DEX 13, INT 11, WIS 11, CHA 10
2) STR 15, CON 15, DEX 13, INT 11, WIS 12, CHA 10
