orb of elemental fire lvl 70 weapon for CW

the new levl 70 artifact weapon "orb of elemental fire" which is supposed to be a level 70 weapon can be equiped at level 60 by CW,all other classes (dc,gwf,tr)the elemental level 70 weapon is listed as level 70 and can only be equiped at level 70.
on the CW collections page it says level 70 only on the legendary max level of the weapon,
and i can confirm it can be equiped at level 60.
Thats got to be a mistake since other classes can not equip the equivalent item till they are level 70.

Can I please ask where you received your orb of elemental fire? I did vigilant tasks for Drowned Shore, Reclamation, Firey Pit and Spineward. Planted the last seed from Spineward and didn't get it. Went back thru those areas seeing if there were any of the quest givers who had yellow tag over their head. There were none. Thanks.

@cadmancan You can also craft the weapon through the Well of Dragons Campaign, from the Campaign Window.
Other than that, you have to go to Knoxx in Protector's Enclave and then to Lord Neverember as far as I remember.
