Bug : Transcendent Lightning Enchantments Damage

Pure Lightning Deals 28% weapon damage as lightning, and chains 3 times.
Transcendent deals 7% as lightning, chains 3 times, and does 33% more if just one target. Is this intentional? It makes the Transcendent weaker unless there is only one target , which in most cases there is not. Is this intended? or a bug.
People are way too negative, Why cant we just all get along.

    Can we get an answer to this question? this makes no sense at all but is true at least according to tooltip.
