I wanted to make a healadin and wanted to know what people thought about the divine action feat. The first tier of heroic feats, the one on the top. It supposedly grants '1/2/3/4/5% of your total action points when divine call is activated'.
The highest level I reached was 18 and then I rerolled. During that time period, I did not see any extra AP generation when I used divine call with 5/5 feat. I tried both in combat and out of combat and at that time felt like a waste of points.
Not sure if I am doing something incorrectly, or only works when a paragon path is reached?
I was going to pick weapon mastery (crit chance) regardless, would toughness be a better choice than divine action?

It works. And it helps quite a lot. Ofc, not as good as it once was in preview. It seems like the divine gain from using at-wills has been reduced a few times since the last time I played paladin in preview.
I'd say grabbing this feat depends on the tree you'll take. I went with Justice, and the capstone (Vengeful Judge, which grants an extra Divine Call pip) procs rather often on having Bond of Virtue active. So much so, that I can often just spam Divine Call. It grants a ton of extra AP that way, and resets encounter (and, right now *BUGGED* artifact cooldowns, lol) while doing so. Also, remember that after fighting a couple of mobs, you'll still be in combat mode for a short time, and can spam the rest of your Divine Call pips for some added AP. Your Divine Call will regenerate quickly afterwards, anyway.
For any other tree, I'd probably not use it. The in-combat Divine Call regen is just too low for them. Light can't really spam Divine Call because that'd probably make the capstone less useful (and, more dangerously, you wont have it ready when you or your teammates need that extra heal). I dont suspect any heal-adin went Bulwark, so I wont even go into that tree further.
Also, @ the last post: I think Toughness works off of Total HP, not base HP, so it's still a good investment.
Isaac the Adequate - Level 70 Oath of Protection Paladin
We have looked into reports of players experiencing connection problems and have been unable to identify any server, data center, or client-side issues. We believe this may be ISP related.
I think, really, that the real question should be: What else? If we take a look at the Heroic feats of the OP, there's not too much spectacular stuff to take.
Looking at T1, we have Toughness and Weapon Mastery. Considering the OP has no ability roll to increase damage, Weapon Mastery seems to be a decent choice. If, like I posted earlier, Toughness works off of total HP, it's also a good choice.
For T2, we have a - in my opinion - pretty ****ty feat for 2,5% extra damage reduction, a feat for quicker encounter cooldowns, and one that adds at-will damage. I prett much threw the damage reduction one out of the window, when it comes to a healer. Rather bad return for investment. The feat for encounter cooldowns... meh. Percentage is low, and when running Justice, it's rather pointless. Might be worth it for a Light build, but they get so much extra recovery it's probably not even noticable. Considering the OP does a lot of his damage with at-wills, that feat is a decent bonus. Nothing to write home about, but alright.
In my opnion, the T3 feats are even worse. The added healing is alright for a tank, I guess, but a Devotion OP already overheals him or herself. Six percent Divine Call isn't going to be a game-changer, and the range of aura's is going to be largely irrelevent, as you want to be close to your teammates anyway for stuff like Cleansing Touch and, if you want to use it for it GIGANTIC heals, Divine Touch.
When it comes to T4 feats, the constitution one has become of so little importance for a healer considering the huge amount of HP on gear, it pretty much threw all the pre-release theory-crafting out of the window. The Preview forum was in total agreement a Human Paladin would be the way to go, until we saw the generous amounts of HP on gear. This feat became largely irrelevant. Tank? Maybe. Healer: No. Divine Wisdom... Well, considering Divine Touch, Cure Wounds at-will and Cleansing Touch heal for enormous amounts, I'd say: Nay. Depending on the way HP goes in the future of the game, we might consider it. Right now, it'll just add to the stack of overheal. Force of Will, however, is a no-brainer. A healer Paladin should probably have gone with as high Wisdom and Charisma as he or she could have, and added crit is always good. Especially when going at it solo, for the dailies. Vorpal, yo.
