Level matched down and stuck

I got to level 65 and playing with a level 64 helping with quests, however when I went into an instance to defeat the boss in Sea Hag Hold I was matched down to 64 and it hasn't changed back even with logging off. I haven't had the chance to go to a level 70 area and leave to see if it fixes it and not close to leveling to 66.
