most PC based races skin colors can be changed. Change the Complexion to Young (or some other editable one) and try changing color (you can clear the complexion out after you change the color). Some costumes allow you to change the complexion color, while others don't at all.

It takes some tweaking, okay, a LOT of tweaking to change certain playable races into something new. I created hobgoblins using an elf male, tweaking the forehead/skull/nose, and changing the skin tone to an orange tint, to pull that off. I also made an Ogre Mage (Oni) by manipulating a Half-orc and adding horns, etc.

You just edit the color next to "Complexion". Not sure why people are saying it can't be edited.
Neverwinter players are stubborn things....until you strip them down to bone. (Cursed players, my flowers, MINE!) Oh how I plotted their demise.
