That's kind of my point, the new level 60 content which doesn't scale is MUCH easier and more rewarding than the old level 60 content which has been bumped to 70 and tries to scale lower level characters. It's wacky design.
Well, they had to let you in or block you completely. I can imagine people would be more upset if they were blocked entirely, since there are still legit reasons to want to go to the first part of some of these zones, and some people may be hitting them early with groups. It is entirely optional that you go there, there is new content to do until you get to 70. Just because they let you into the area doesn't mean you should be able to beat it. Maybe they will change it to 70s only after most of the community has gotten through it but for the launch it was a much better idea to say, enter at your own risk.
At least wait until you've leveled your character and gear to an appropriate level before you start calling the changes a failure.

I have 50% dr at level 60. I have under 29% at level 70. If you're going to add linear stat scaling to the higher level, have it through the entire game. Casual players arent going to understand why they are getting WEAKER as they gain levels.
Yeah great, so now when I go into Need for Mead (that I used to easily pwn), despite being 'advanced' to level 70 for the instance, one swipe from a couple level 73 Raiders and I'm dead. Swat.
