Was Paladin born to be the best buffer(/debuffer)?

I like having buffer/debuffer classes while bring cover for 4 dps classes and gather the thanks for the big numbers and short runs. Even if I play a little out of class and not the best "tanky" tank or healer DC.
I have tactician GF amd AC righteous DC.

Has Paladin better buffs than both?
