Hello,
A simple question just to have some peace of mind... Who gets the extra damage from debuffs credited? Is the extra damage credited towards the one providing a debuff or is it credited to the player who is dealing the initial damage?
If the answer is unknown, then a better question would be: how does the paragon feat Bitter Cold compare to Tempest Magic and to Malevolent Surge?

Bitter Cold is quite a bit better than Tempest Magic and Malevolent Surge. Bitter Cold provides a 5% damage buff that is up just about all of the time. Malevolent Surge is probably second best as it's not hard to kill something every 15 seconds (except for a few boss fights) so it has high up time as well. Tempest magic is active, at most, 30% of the time (it's actually a lot less because many enemies go from above 30% HP to dead without ever dipping below 30%) so I don't think very highly of it.
