Ability score is really confusing me

To be straight forward I am making a new MI sabo tree tr and there are few things that are confusing me

1) About abillity score
(STR) - Stamina Regeneration
- Damage Bonus
- Dot Damage Resist

I wanted to know about the damage bonus , Is it contribute only to the encounter power or to all source ? Like you know as a perma tr your damage rely a lot on at-wills and not encounter power so I would like to know regarding this (STR) damage bonus does it also add at-wills damage or only encounter power ?


2) Also ability score

Do I put points into INT every time until level 60 or no need ? Because I saw some perma tr thier INT is only like 14..Some are like 20 so I am a bit confuse should I put point in INT or just don't care about INT and slot all R8 Silvery in offense than enough ?

It's all bout your gameplay man. one of the feats in saboteur got a good enough cooldown reduction. and for the damage bonus i think its damage from all sources.

So how it is ? I really hope like what definemyth said that Ability score (str) bonus damage do help improve damage on at-wills as well.So I am currently level 10 now but do not dare to up any abiity points into it. So now what ? Str/int or Str/Dex ?? And how much recharge speed is consider enough ? I saw some have almost 28% recharge speed as a TR ? Is it too much ? Or maybe like 22-25% is enough ??
