Can Lvl 60 blues be used to upgrade lvl 70 artifact equipment?

Does anybody know?

    It was not they way on Test a week or so ago. They could still be used to upgrade the level 60s which could be fed into the 70s though with the loss on 60% rp during normal events.

    I still have some old 60 blues (even belts) on an alt. Is it worth trying to sell them on the AH, using them as RP fodder on my weapon or just vendoring them?

    I would sell them in AH, prices seems to increase lately; looks like a lot of people are rushing to upgrade their lvl 60 artifacts for some reason.
