It means after activating they get dormant for a few seconds (my estimate is somewhere between 10 and 15 secs). And whatever you kill they shouldn't activate before the period is passed. And there's nothing to see.
But here on preview, they don't seem to function properly.

How do ya tell , I killed a group of mobs and hit c and could see no evidence or way t see evidence of a cool down, plus one thread said it was 2 whole minutes LOL

You don't have to see it in action to know how it works. Wait for a drop, then see how long it takes you to get the next one to drop. See if that number changes depending on how many mobs you kill. Can you make it drop faster if you kill 10, or 20, or 100 mobs, in the same time frame? If not, then clearly there is something more at work here then a simple percentage chance to drop.
The conclusions are pretty obvious with just a little practical testing.

It's been tested many times. It's not hard to confirm. Just grab a stopwatch and the moment you get a drop hit the button. Then go kill stuff until you get another drop. It will never be less than 30 seconds no matter how many enemies you kill.
You made me test seriously for the first time, and you're right : I can't get under 30 secs (my best score being 34 secs after 15 minutes running around).
