Enchantments that do damage over time are not having their damage calculated correctly. Here is damage from a Pure Terror enchantment (after the patch on 3/13).
My minimum weapon damage is 1,230. Therefore the minimum Pure Terror enchantment damage should be (0.2*1,230) = 246. As you can see, the majority of the damage is below 100 with many below 10.
Here is a similar problem with a Transcendent Lightning:
Some damage is in the 20-50 range. There are other procs of 2 or 3.
Here is a Perfect Plague Fire:
Notice the damage ticks of 3.9. 5% of 1,230 is 61.5, so there shouldn't be any ticks less than that.
I haven't tested many others yet, but this seems to be a common problem with DoT enchants.
