Pls a DEV or someone with official info explain to us how Armor Pen Resist gonna work

I've tried by 1 week to contact a dev or to find someone that have official info about how the armor pen resistance gonna work, like, we wanna to know forms and everything becouse some people are waiting to know if they apply in armor pen or just run power, recovery or other stats..
