I've gotten a new computer recently and been able to play the game on the highest possible settings in every possible location without issue. Tiamat, Heralds, you name it. I've heard Malabog's is a test for your computer too. Haven't been there yet. But anyway, full settings, no lag. I'm not bragging, just saying my rig can handle everything this game has thrown at it when everything is working right. But I think this thing here in the tutorial zone is just not working right sometimes:
When I started a new character recently, I made it to the last camp before the gate, the one where you put the arrows in the barrels before you head out to kill a few more undead, and for the first time since getting this new computer I felt lag in Neverwinter. I think the cause was this swirling vortex of green magical energy and bones up on top of the hill above this camp. If I wasn't look at this in my field of vision, there was no lag, but as soon as it entered my field of vision my frame rate would drop off sharply. I think this swirly deathly vortex thing is some sort of zombie spawner meant to keep the area populated with zombies after other new characters have killed them all, but I think sometimes it might get bugged in some way when it spawns one that makes a ton of graphical lag.
I've since creates two more characters and one had the same issue happen again while the other one went through there just fine. On both the ones with the lag, the green swirly vortex thing looked very very green, as if the graphical entity were spawned over top of itself many many times or something. The time there wasn't lag it looked much clearer and I was actually able to distinguish that it was in fact a vortex of magical energy with bones mixed in. Before seeing it like this it just looked like a big glitchy green blob with some dark spots to me.
