Cannot Create Characters on Preview Server

Maybe I am missing something stupidly obvious, but I cannot create characters at all. I can copy and delete but not create.

    You need to have 0 or 1 characters in order to create a new one. The default max for character slots is 2. If you have that many (or more) characters you cannot create new ones. But for some reason you can still import more.
