Castle Never Weapons

I don't know whether this is a bug, or is intended. My GWF has the 'Weapons of Castle Never' (Ancient Castle Champion's Greatsword and Sword Knot). These are showing as Item Level 60 with the existing stats. Most other similar or, in some cases, lesser weapons seem to have been enhanced to Item Level 92 (with stats increased accordingly). For example, my Valiant Duellist's weapons have increased to Item Level 92 and they were not as good as the Castle Never ones.
