I have two ticks in it, and I cant figure out if it actually works and exactly HOW it works.
Righteous:Condemning Gaze
Your damaging encounter powers apply a stack of Condemned to affected targets for 30 seconds. If a foe reaches 5 stacks of Condemned they take 3/6/9/12/15% more damage from all sources for 15 seconds and will not gain new stacks of Condemned until this effect expires.
I have it on 5/5. Occasionally I get "Condemned" as on-screen message, and I suppose that's when it kicks in. I didn't yet bother to check with ACT whether it really does what it's supposed to: add 15% bonus to all damage that target takes. The HP bars seem to melt even faster after that.
Basically another debuff the DC can apply to a frequently hit target (Dragons, Bosses,...) that supposedly isn't curtailed by 24% maxDR...
...also not sure how long the effect lasts. Supposedly until the first tick wears out => 30 sec minus the time needed to land five hits. Further not sure whether divine versions do proc this effect.
I'll flip on ACT and check with the rubber duckiies, er, dummies (but not tonight). Should work well enough there, as it's +damage%, not -defense. Put up some damaging companion and see what that damage values say...

I have been testing this for a while against the dummies and find it to be very inconsistent. Sometimes it does nothing. Sometimes it only affects one target even though I hit them all. Sometimes it procs after two encounter uses (divine and non-divine). Sometimes it does nothing even after I use a whole bunch of encounters that do damage within the 30 seconds.
I might skip this feat when I respec. Unless I am doing things wrong.

I tried it in real combat against a single target in Gnarlroot Caves and it seemed to be working pretty well, so...
I'm interested in this. I've changed my opening rotation to cast 5 encounters and then drop Daunting Light to enjoy the 5/5 Condemning Gaze effect and I've been feeling more effective. Any ACT wizards that can confirm?

U just need to open your rotation with FF or BTS. The DoT will auto proc condemning gaze..adding other encounter will proc it faster
...so basically DoT from divine SB should trigger it, too. Sweet.

Searing Light is better due to no target cap. And if you are using fire/lightning/PF enchant, enjoy the lag from seeing 26 "CONDEMNED" pop up on screen.
