Not a chance you'll still be using HV at level 70.
Right now, there's one PvE set in the collections on test. Between the 4-pieces, it gives you about 50k HP and 3k power, plus a bunch of other stats.
I'll take 200% more HP over a 30% damage bonus any day.
It will come down to how much HP you are going to need in PVE. The stat increases alone from HV to 70 gear can't outweigh a straight 30% damage bonus, especially not with the new stat curves, but you'll be missing like 50k HP.
HV won't add 30% damage anymore, since 400 def is 1% DR.
It will add 4% at most, making it one of the worst.
HV was never taking 450 defense away from mobs. The effect was translated as a 10% debuff, which is still how I believe it's working on the preview server.

I'm going to guess that if they're putting 50k HP on the armor, you'll still be way to fragile even in normal PvE content with the HV.
And even if the content is trivial enough that you'll switch to a level 60 set, what's the point in switching at all?

Pretty much. I was doing my dailies in preview from level 60-63 in bugged dyed/transmuted HV. Wasn't really a problem (just watch out for the over buffed(bugged) WoD mobs). For dungeons with the right party composition, I can see sticking with HV until the boss (or similar). Then I've got Black Ice & Draconic or their replacements to chose from. Also, I haven't seen what the other new armor will look like (other than Elemental PVE from BI crafting & the Elemental PVP armor).
For my GWF, I'm basically using my Corrupt Black Ice for my dailies, since it's still better with the overloads than what I've seen so far (only level 64). Later I'll reconsider for her, but stacking HP's is mixed blessing with an IV/Destroyer.

For example, on Module 6 facing Tiamat we'd better hope someone still has the foresight to keep using the High Vizier set, since +30% damage for 25 people can absolutely determine whether or not a run is successful even if it is hazardous to one persons health. I'm sure there will arise many other situations where +30% party damage will make a world of difference so long as the person providing the buff is able to stay alive.
Many of the Heroic Encounters in the new zones have bosses with a ridiculous amount of HP (some up to 20 million). Defeating them before the HE timer runs out is a real challenge if you're undermanned. So, as long as I'm not getting 1-shotted left and right, I stick to my HV set.
In mod 6, HV has gone from being the best PvE set in all situations to the best PvE set unless you are in a situation where you are taking heavy damage. Then the PvE or Black Ice sets will outperform it.

But you understand how hard things hit in fights now? One of those devils can take half your health in a single attack. Walking into Level 70 Tiamat with HV would be like heading into the fight now with 15k health. You'd die all over the place.
I understand the important of wanting that precious 30% debuff, but when you're struggling to stay up, it's going to do more harm than good.

we're basically saying the same thing. If I'm struggling to stay up then I'm doing more harm than good and should be using the new sets with 50k more HP. But if I can use the HV without struggling to stay up, then it is the clearly the better option.
I've also starting doing some of the harder PvE on preview with Shield on tab. That reduces my personal DPS a bit (though not as much as if I took off my HV set) but keeps the debuffs on enemies for my party while making me tanky enough to survive most ugly situations.
There's more than one way to skin a cat and more than one way to deal with the high damage enemies that are coming our way in Mod 6.
I went to Tiamat on preview with my CW (alone). While I can kill a priest and his adds solo on live, on preview they have much higher health, so you will need the debuff. I got him to half HP in 3 tries. It is surviveable without 50k HP, but difficult. I try to farm for the new offhand and necklace now, bc Tiamat is a sad story now, but in Mod 6 it will become a bad joke, if they dont gate the content.
Now you have to hope, that there are enough BIS players in your instance to carry the mob of AFKlers and 10k PuGs to a victory. In Mod 6 you will have 1/10th of BIS or near BIS players and it will take month for most of the community to get decent gear.
Even now you can see the majority of players running with GS pushing BI or draconic templar set, without a valid reason. When I do ELOL PuG, it takes more than twice of the time of a premade run. Mod 6 they will die without 50k+ HP, so they WILL have a reason for the new set.
A good group will be able to pull of a run with HV, HP, TR draconic and other buff sets. PuG runs will have 50k+ HP and take more than fivefold the time.
Without new bonuses or a nerf to HV, I will stick to my debuff sets and stack HP with radiant enchants.

well concerding tiamat will be mixed lv 60 - lv 70 im sure some 60s will still be useing hv

So far nothing of new gwf's stuff have Crit, literaly nothing. If that wont change i may run with r60 sets too, even if it will kill me... Those new items r joke... CW will still run with EotS (now it may be even more preferable), TR's will fooling around with 100% crit, while other dps'es wont be able to stack up to 40%.

Iirc new VT will need 1700 IL. My toon with not evrything purple (Eq artis) + aow have already 1800+.

All the new armor sets since mod 3 have been disappointing. Why do so few sets have crit anymore? You're going to need more than ever now and the most vital of stat boosts being from armor have none.
MoF CWs, crit based DCs, GWFs for sure will suffer.
You all do not understand MOD 6 item levels at all. Old gear will have low item level new gear will have high item level. Level 70 dungeons will require high item level to enter making HV, HP,and AoW out dated and useless....
