They need to change the whole mechanic of that skill in order for it to be useful. Everything, even PvE mobs will have moved out of the hot zone even before you let the lightning ball loose. The damage "increase" is still extremely pathetic.
It is a good daily and affects multiple targets. It would be boss in pvp. The problem isn't the daily or dmg.. its the actual implementation. It needs to be an aoe similar to Singularity. Currently it doesnt even have a yellow area showing where it will go.. its basically just heading in whatever direction you were pointing when you cast.
If they changed implementation it would be a kickass daily especially with the dmg changes.
AP gain isn't useless. Who doesnt want constant disruptive shot, forest ghost, seismic shot. Forest Med needs a rework and CSH needs implementation rework. Id also like to see a dmg increase on Slasher's Mark.
I suggested on the HR preview thread that it does an AoE 360 damage when we're twirling around (charging) and then anything that gets hit by the ball takes extra damage (allowing us to move around would be a plus, like GWF dailies). That would probably be the easiest "fix" without reworking the whole daily. Would be beneficial for HR's that are in melee range or surrounded by mobs.
I doubt they would put that much effort into it though.
This daily will probably always remain a joke until they change it to be an AOE that can be casted from distance (Such as Maelstrom of Chaos or Arcane Singularity) OR make that ball float around the Ranger, when the ranger approaches an enemy, the ball starts striking and snaring nearby foes.
Until then, CSH will remain the Reaping Strike of Hunter Rangers.

I did some messing around on preview as level 70. I did a combo of Cordon of Arrows + CSH.
It still takes good placement and planning, but what will happen is that cordon will pull all the mobs into a central location and while it's doing that, you unleash a CSH on them. Then as trapper, root and daze to keep them there. It does require decent amount of setup because you need to have the distance where the ball will travel and sit on the mobs that are bunched up. This is pretty crappy if you don't crit but if you do, you can see some good damage.
In the end though, it's still a pita to use and setup. Seismic is still a better and somewhat easier to use daily, though I'm not a fan of the unpredictable push back.
CSH needs to have a rework in order for it to be truly viable.
There is some unknown condition which causes the ball to basically stick under Split the Sky and do ******ed amounts of damage, leading to ******ed amounts of agro, leading to dead HR.

im using it eventhough it's crappy damage , just so my CW mate don't acuse me of pushing away the mobs from his " icy terrain" area when i use seismic , 4% of my dmg in dungeons , maybe more after M6 launch x)
