Rank 4 powers broken

On many powers you are unable to upgrade them to rank 4 despite having abundant power points and the right about of points spent. I can upgrade EoTS and Storm Spell but not Arcane Missile.

They moved the 4th power level unlock to 70. If ya unlocked them at 65, thats the issue.

My CW did a full respec, with 78 Power Points.....am unable to add any points on Imprisonment and half the skills can't add the 4th level.

I'm allowed to but the fourth power point in my Paragon powers though but not shared powers

BUG:
Did a full re-spec. Had 84 points to spend. After spending 75, still could not add 4th ranks to class active powers. Passive class powers would accept a 4th rank.

My problem : even if i have rank 4 , Effect Wont work.


Exemple : Class feature :Weapon mastery (gwf) (10% crit chance after 5 hits)

Rank 3 works = 10% crit chance

Rank 4 = Class Feature wont Proc (wont activate it self)= 0% crit chance

After Today's Patch: CW still unable to add a 4th point on most of the skills (even tried a full respec).

Didn't notice that they changed the wording....it's "70 points spent & level 70". Now that I reach level 70, everything is unlocked. Course some of the skills I was able to unlock early which may be the REAL bug.

Last time I checked - on dev testing- you could put 1 power point into 4th tier on lvl 60. But only one.

yea..i got same problem with aimed shot (HR)..it has no any charge time reduction bonus at rank 4..the charge time is exactly same with rank 1..

Regarding the point redistribution, i find i m able to rank 4 up all my HR paragon powers at lvl 65 while the rest is at lvl70
