17% more Weapon Damage is definitely huge! It is the most effective stat, and also various buffs and debuffs are based on it (Thaumaturge capstone for example). And +700 stats is also quite significant though not as much as wpn dmg, if not why such high demand even at a huge price for rank 10s? Stats are like money, you never have enough.

Around 700 Stat-Points is nothing, nice to tweak your own build but nothing really necessary. Even on the Live-Server it is not much. What is the difference if you have 21.000 or 21.700 GS? The answer will be: Not much.
Now imagine that this new Weapons will be released in Modul 6 where the GS will increase much more. For example: The new module will have new pants and shirts. The old one gives you around 281 Stat-Points (Per Pant/Shirt) the new one will grant you 682 Stat-Points AND IT IS ONLY PANTS AND SHIRTS!
A crafted blue level 70 helmet gives you over 3.200 Stat-Points. A helmet! In blue quality! So yes 700 Stat-Points are nothing in the new module a nice bonus at the end of the rope. The 17% damage increase is the same.
If you set two identical characters (including class) against DPS and only the weapon is different (one has the old one and the other one has the new one) you had someone with10.000.000*Damage at the end of a Dungeon and someone with*11.700.000*Damage. Wow *slowly clap* 1.700.000 more what a great difference *sarcastic comment*
That is nothing and you know it! Currently the one with the most Damage in Dungeons is the one that runs in front of you and knows to play. One AOE at the right moment can boost you easily at the top of damage in dungeon and no one will be able to reach it. The 17% are nothing. Playstyle and build has a bigger impact as the 17% damage from the weapon.
Every time someone got from normal epic weapon to BIS and he was asked “Do you feel a great difference” it was said “not really” “not much” or “nope”.
Just FYI 700 in GS points definitely does not equate to 700 in stat points. The latter is a substantial boost to your power, where at say 13k GS adding 700 GS could be gained by upgrading a Radiant enchantment from rank 6 to 7 so yeah...

stat is the damage multiplier due to the roll. lets assume is a common 25.
wd is weapon damage, lets assume base is 1000, +17% 1170
rank is the rank of the ability: 3.
power is power, a common number in mod 6? 15k?

thats a lot of power...did you say its possible to refine the old artifact? if it is possibel its fair and i don´t think we must be upset too much about it, just go grinding like the game wants you to and get the new bis artifact, otherwise you don´t have a target ingame to get better, and thats all the game is about gearing up (not needing it except in pvp)
But my lvl 70 Paladin, in level 70 Content, can see a CLEAR advantage from the current Elemental lvl 70 Offhand as compared to the current lvl 60 Dragon Offhand.
Thaqnk you for noting that the Ancient Wepaon set from CN was the top set for a year or so. But replacing the Ancient with a anew Set isntg a big deal, the Set was is and thats it, The Dragon Artifacts are Artifacts, requiring Time and Money to be spent to in order to rank them up to a useful position.
It would be acceptable to me to have to replace my BiS Artifact weapon in 6 months to a year, and Not the pitiful 2-4 months that most of us have had witht he Dragon Artifact... and people are still trying to get them to legendary!

well, id feel pretty terrible, knowing that any new players are not goign to waste the time and money rnaking up the old artifacts, They are just going to wait for the lvl 70 Artifact!
I agree with a few Options..
Make it Possible to feed the current lvl 60 Arti to the lvl 70 Arti: Has to be a 1 to 1 ration though, If I feed a Legendary Arti to a Green lvl 70 Arti, it needs to become Legendary! (I will even accept the costs associated with Upgrading each tier.
Make a Vendor, that allows you to Trade Arti for Equal Tier Arti: Make a vendor that allows the purchase of clean Green, Purple and Legendary Elemental Rank 70 Artifacts: The Cost for Each would be the respective and Corresponding Tier of Dragon Arti = Any Level of Green gets you a Clear Green lvl 70, Any Level of B lue get s you a Clean Blue lvl 70 Arti etc etc. This is a very simple way to do it, though You will lose out some RP if you trade lets say, a rank 50 Purple DragonArti for a Rank 35 clean Purple Elemental 70 Arti.
Simply upgrade all existing Dragon 60 Arti's to 70, they remain end game BIS with option of upgrading further to Mythical - Also then converting the current lvl 70 Arti to a PvP specific Statted version so that it properly fits with the Elemental Armor set as a PvP set. Clear choice for PvE and Clear Choice for PvP

I think any of these options are legitimate, Cryptic Can still make money, they wont lose players do to this one issue, new players wont notice a difference and everyone is happy in the end!
I don't think it is fair that to trade in 1 for 1. BiS last mod automatically gets upgraded to BiS this mod? This goes against what they are doing by creating content/mods to keep people chasing new BiS.
Nor do I think all of our refining should be wasted. I think having current legendary level the new weapon to 2/3 power is fair.
Ideally I would like to see a drop from a group dung be the new BiS but I don't think that is going to happen. I really hope the trend in this game isn't going to be "upgrade current artifact an additional 20 levels" for each new mod. That would get boring fast.

The Point I am making though, is not that I dont want there to be new gear thats better than the old gear, I just dont want it to happen Only a Few months after the Best Items are released. If they were all just an Item drop from a terribly difficult dungeon, then thats also satisfactory, because we spent time farming the dungeon for a reward.. Not farming Mobs for Dragon Hoard Drops, and then feelign cheated because we literally blew millions of RP for practically nothing.
if this Change, and New Super Arti was introduced, say 3 months form now, then I think the pain would be less and most people would accept that as it is.. but Some people have only had legendary Arti for a month or 2... Some of us cant just HAMSTER out RP like that

Doesn't feeding a piece of legendary artifact gear into another of the same type get it instantly to lvl 40 with the bonus you get for feeding it into the same type? So unless the RP requirement has changed in module 4 feeding a legendary offhand/mainhand into a new piece of lvl 70 artifact gear of the same type should instantly level it to 40.

Not sure actually, very good question and thank you for bringing that up! If that were the case, I would have absolutely no issue with there being new lvl 70 arti's.. as we wont be forced to start brand new
Unfortunately I wont have the resources to this this myself, Im not sure if I have a test server toon with legendary dragon off hand.

IF there is new artifact equipment that makes other artifact equipment obsolete in your eyes, assuming you do it on a double refinement weekend, throwing a Legendary matching piece into a new one will net you about 3.7 million RP, or getting you 80% of the way back to Legendary status (Rank 57).
So you lose roughly 20% of your RP invested. Honestly, that's not the end of the world.

Soooo... the only reason we need more power is that they overworked the statcurve for power while we get more power?
