Sum of Action Point Gain incorrect

My lvl 70 GF at the preview server has these Action Point Gain improving ability scores and stats:

29 Constitution resulting in 19% AP Gain
2464 Recovery providing 6.2% AP Gain
542 Points in the "Action Point Gain" Stat (150 from my Draconic Templar set plus 392 "Artifact Stat Increase" of my Golden Dragon Shield) giving 5.8% AP Gain

This should result in a total 19% + 6.2% + 5.8% = 31% AP Gain. However, if I mouse over "Action Point Gain" in the "Offensive and Healing" section of my Character sheet, I read: 26.3% (0% + 26.3%).
