PC version was developed first, in both NA and China and then was distributed to Russia. China made the first leap to XBOX but not until after it already had its own PC version. It would be folly to not have foresaw the possibility to port onto a console, so I am sure some of that forethought went into PC development. However, it was not developed to originally be an XBOX game. It was developed to be a PC game and is now simply keeping up with the times.
Just taking its hotbars as "evidence" of otherwise is a far cry of such, as there are many MMOs and PC Games that are of a similar nature of Action Combat that are not on the a console.
The game was originally licensed as a co-op game to be released on consoles and PC at the same time, and any time a game starts its development as cross-platform consoles are the main focus because of $$$ The game even had native x-box controller support when it was in Beta, they just removed it before release.
