Binding Arrow Does Not Bind

There's a major issue with this ability not binding an enemy (including players) when they are hit by this move. This happens almost everytime it is used. Is anyone else having this issue? Usually if you start combat with it, you have a higher chance of it working but once you're already fighting, trying to use it is pointless. Also, note that even though I said "a higher chance" that "higher chance" isn't much. This ability almost never works correctly. It simply does damage and does not bind.

    I noticed it works maybe 1 out of 10 times.

    I doesn't work at all. I was really looking forward for this encounter but they just ruined it for me.

    Er, to clarify: While there are some power issues that can be fixed with respec tokens, this sounds like a straight bug with the power. If you can give clear repro steps to make sure the bug occurs, definitely report it.
