High end Enchantment on low level character/weapons for PvP REALLY ?

Can PW fix this please sick and tired losing to some TR that does 6k crit (one shot) on a non-geared character like myself (HR) ... i would LOVE to see fair fight match without ANY high level enchantment (put level cap on it) ...
