Like stated in other threads, this game never really had the population to produce even matchup on a broad basis.
The problem is that matchmaking tries to find even opponents based on the ELO, most likely fails, and then matches up anybody because the devs think any match is better than no match. But in most cases any match is as wasted as no match, because like you observed it's either stomped or get stomped and chill at the campfire.
Whenever the queue times have gone up significantly, the outcry on the forum has been epic though, so a harsher matchmaking alone does not help. What you want to do is separate the ranked and unranked queue so casuals can quickly hop into PVP for their dailies without matchmaking and the competitive folks have solid matchups at the cost of a long queue time.

I personally like this idea as it allow casual players to enjoy PVP in a more conducive environment and hopefully reduces the toxicity of the pvp community when less is at stake.
However the root of the problem is still the dwindling numbers queuing for pvp.
Even with a casual queue, it doesn't stop new players from being matched up against biggies with high GS due to insufficient folks in queue.
