Utility Enchant ICD is resetted by dying

Probably wai, but I'm gonna report this anyway because in very rare cases it can lead to getting more drops than intended.

    I'd still like the devs to actually confirm there is an ICD in place. I made that request in my mod 6 refine suggestions thread....
