Level 60-69 pvp bracket for mod 6??

Is it a safe assumption to make that 60-69 will be a new bracket and 70 will be the new "end game pvp" bracket?
Without putting TOO much thought into it, this could go a long way towards making "new end game" characters much stronger at 70 than they are currently at 60. And those new end game characters are one of the reasons for the major gs disparity in current end game pvp. They would have ten levels to grind boons and gear.
Seems like a great idea and I really hope it is the case.
