Are these hours fixed?
Like the same hour every Monday?

I never notice on weekdays, but on weekends they seem to be the same every week?

It's a weekly rotation which I used to have memorized but it changed with the release of Mod 3 or 4.

So whatever the schedule says at a given time it will say the same exactly a week later.

You could also look at a third-party fan site for scheduling info. I use this one:

I wonder why it's necessary to obtain this information from a suspicious website that promotes playing while imbibing vast amounts of alcohol. Personally, I'd prefer to get this information from the vendor of the game or the wiki which should be maintained my said vendor.
