Dragon's revival/thirst

Does the incoming heal bonus from dragon's revival affect lifesteal? And if so then math wise which is better more lifesteal from thrist or more incoming heal from revival speaking strictly in terms of lifesteal.

    At rank 1, revival is only better than thirst for lifesteal if you have 40%+ lifesteal. Once thirst is fixed to actually be 3%, revival will be better than thirst if you have 30%+ lifesteal.

    .....one of them is broken? smh....smh. Say my cw has 12.7% lifesteal which would be better then 10% incoming heal or 3% lifesteal?
