Vengence pursuit bug?

I have a paragon determined pursuit feat that says it slows enemy in my second attack of VP but it only works when I am not in stealth. Is it a bug or its just the way it is?

    I would guess that was a bug or a conflict with the base stealthed second attack feature of VP of the stun. Is the second attack stunning from stealth or do you know?
