What is the point of dropping green equipment, with cool textures, that are BoP?

Someone else made a thread recently that reminded me I had a similar but still fundamentally different question justifying the creation of a new thread:

Primary question: Why do a lot of lair bosses drop cool looking items with unique skins, that are then bound to character with a really good chance of being for a different class than your character? With the way experience is so easy to get and the low cost of blue items on the AH as you're leveling, these items are usually useful for absolutely nothing unless you want to transmute them at some point.

Secondary question: Why do some of them not even have textures but have unique display icons? The Frosty Pelt for from the Rimehound in Icespire would be an example. I just got a "Cloak of the Lone Hunter" I think from some quest in Rothe Valley, but there is no cloak at all when you equip it.

Tertiary question: has anyone ever compiled a list of all these cool-looking things? Some of them are really cool looking and while some of them are available again as epic rewards at level 60, many of them are not and can be missed.

This is particularly frustrating because, to me, an MMO, especially a more casual one like NWO, is often just a really time-intensive dress-up doll game with some games built in. I'll gladly spend a couple of days farming AD just so I can transmute my ugly mage's hood into a fancy fiery circlet thing. It looks awesome. I'll save up 50k just to buy 100Z for a few bottles of dye to make my character look just how I want. Isn't that why the designers put effort into making these unique designs?

Sometimes when I see things like this, they are BoE and I can find/sell them on the AH. The Lizardfolk Shield (GF) and the Lizardfolk Circlet (CW) come to mind. Or the Maelstrom Cloak (any class). The Dawrven Helm (DC). These are cool. This is how it should be for all of them. Can we please consider making ALL of these things BoE instead, so they can at least be bought from the AH if you want them for their unique look?

    Yeah, thankfully you can get the ones from dungeons still, but as far as I know, you can only do lair quests in the level 1-60 zones once and that's it. I've gotten that Pirate hat a few times now too. Those Chieftans Boots you have there go well with a chest piece that comes from a lair quest in that zone I believe. Or maybe it's the bracers that come from the lair. I forget but I was lucky enough to get all three pieces on my Half Orc rogue and it looked awesome.
