Preview forum visibility/postiblity

Given things are quiteish around here for the moment, I thought I'd raise this question:
Should the preview forums only be visible and/or postable upon to people who have accounts unlocked for the NeverwinterPreview server?
It seems to me that during feedback phases we have a lot of people whom have never even logged into Preview, let alone tested a change, giving random feedback on "how I think this will affect me."
Forcing people to simply activate the Preview shard wouldn't stop anyone serious about flaming, but it could lower the random "I think I'll throw some wood on that fire because I don't have to do anything but flame, which I'm good at!" from happening quite so much.
