I don't know if it's just my way of thinking, or what I'm used to, but Warlocks bargain states;
"You forge a link between an enemy's soul and your own, and then offer it to your dark patrons. You sacrifice 15% of your own health to steal life from your target over time. In addition, 15% of your incoming damage is redirected to your linked target. Warlock's Bargain is considered a curse, but is not removed by powers that consume them."
Or, as it says ingame "15% of your hit points".
Now, here's my problem with this. It doesn't specify MAX hitpoints, or general /current hitpoints. Infact, it uses your Max HP as a gamble. The problem with this is, it punishes the warlock 100% of the time you use it. Can you use it to crank out some serious damage? Yes. Can you combo this with Dreadtheft for serious damage? Yes. But that's not the point I'm getting to.
See, skills that put flat % of MAX HP out on the table do nothing but punish you later on into the fight, even if fights don't last that long. Warlocks, from what I get out of them, are relatively tanky Damage dealers that thrive on suspended fights. The longer a warlock lives, the quicker you end up dying. Seeing the issue here?
If you get into a fight where you use that skill twice, you've already lost 30% of your HP. In PvP, this is nothing short of suicide. Where's the gamble? I sacrifice HP to a skill that can be dodged, deflected, or in some cases out-ranged/stealthed just to practically kill myself after a few casts. With a class like the warlock, if this skill used CURRENT HP instead of flat MAX HP, the usefulness of this skill would jump astronomically.
The longer the fight goes on, the more useful this skill will be. With so many long-cast times and easily telegraphed combos, for WHAT purpose does this skill serve if the bargain is entirely one-sided. One sided for you, that is.

Are you looking at it from a pvp perspective? If so a lot of the SW doesn't work well in pvp. If you are looking at it from a pve perspective, stack some more lifesteal. You shouldn't ever be more than a sliver of health down on average.
I think you got something backwards, when I hit Warlocks bargain on my Fury Hellbringer, my Health is practically instantly replenished.
In PvP Bargain is harder to utilize, but it just means that U have to be more selective and careful as to when you use it. Personally, i find it extremely effective.
Also i disagree, the longer the fight goes, my chances of winning the fight only increases

You're on the right track, but not quite where I was trying to go with my post. Yes, if you have decent lifesteal, your HP refills quickly. However, it's not PvE I'm talking about. Its PvP, where lifesteal is halved. It takes longer to utilize the amount of hp you lose, and really is only half as effective, if not less so.
I simply won't accept that "alot SW doesn't work well in PvP" (quoting other poster), because every class should good at PvP if played properly. I'm not saying WB is bad, I'm saying it's a great skill but does not compliment the SW in PvP, as we're already looking at the short end of the stick in this mod. Flat % loss of HP does not help one bit if you look at it from this point of view.
Wait what
healing bonus? Is that in a boon? I feel like I'm missing something
Incoming healing bonus, you can get this from a few companions, the final Dragon Boons, Sigil of the Devoted and Defenders Banner (please let me know if I am missing anything else).

Yes but if you complain about needing a pvp boost, we'll get buffed for a module then nerfed into uselessness for pvp and pve the following module. You won't get a balance.

I'm not complaning for anything. I'm just throwing out a suggestion so the skill can flow better with the way the warlock is made to play. Not too much of a boost, more of a QoL adjustment so that the further a fight goes on, the more it tilts into your favor. It just makes sense to me to have it scale on current hp rather than max hp.

Yes but asking for any change has a tendancy to backfire horribly. I'd rather see nothing change and SW's be horrible for pvp, than the class become useless in pve and pvp. Which is the history of every class that gets changes.

yah its not pretty when someone gets that on you. But its still not tooooo bad if you have at least 400 in incoming healing bonus

teh skill is amazing and it is so because of the danger it poses
You remove the risk, and the usefulness will be reduced and well be left with yet another useless ability in PvP
Though, as long as Bargain can indeffinitely extend the length of a Curse function, it will always be on my hotbar ;p
