Blue-level Resonance Stone bug?

I've got a blue-level Resonance Stone, which says it's worth 5,000 rp when used to upgrade artifacts, but when I put it into a slot to refine, the display only reads 1,000. I've been hesitant to go ahead and burn it since it doesn't look like I'll be getting full value for it. Is it a bug, or error in the item description?

    Resonance stones are designed for use for artifact equipment i.e. Belts, necklaces, main hand weapons and off-hand weapons. While they can be used for regular artifacts they don't realize thier full potential. Similar to using a smaller enchantments to refine a larger enchantment of the same type yields a greater RP value.

    It would be handier if all artifacts were the same.
