Why are primary stats hidden from inspection?

Why are a player's primary stats hidden when you inspect him from afar? Is this a conscious decision or was it an oversight?

Game limitation.
You can tally up the stats from his gear if you want though.

What I hate is that you can't see any stats from someone in a different zone, whether you're checking some guy you saw, a friend or a guildie.

It's because the Cryptic "generic MMO combat game engine" stats are so much more relevant. Those "primary stats" are basically just for D&D "flavor." They only grant (typically) at most about a 10% bonus.
