So I got into a Tiamat encounter yesterday and within the first 5 minutes with good coordination and protecting the clerics, we didn't have enough dps to reduce 2 heads to less than 15%. there was no hope after that....It would be nice if they extended the time for the Tiamat encounter or just put some sort of requirement for the encounter because if you get into a Tiamat encounter with people who don't have enough DPS....there is NO WAY you will finish that encounter, EVEN IF you perfect defending the clerics....

Yes, there is no way.
So, get better gear.
(ps) The groupd could all have generally have good gear and still fail -- when 8~9 people are DCs. So pray that not many DC players are participating in the event. Oh sure, some DCs may be able to help immensely, but when there are that many people that's not doing any active damage to Tiamat, then its doomed to fail.
Stop making excuses. Be a man. If you know something to be broken, stop using it. Otherwise, you've got no right to be speaking of 'balance.'

I'm geared enough to say I prove to be of an efficient dragon killer, I'd rather not state my Gearscore because it MIGHT lead to the breaking of the forums rules. And I disagree with the DC statement as they provide a LOT of buffs and debuffs, not to mention Nazgul22's post of the DPS build.

...and how confident are you, that the average PuG level DC players gathering in Tiamat raids would be on par with yourself, a seasoned, experienced DC player?
This has nothing to do with individual DC players. If you have as much experience as anyone else in NW, then you arleady know that the level of buffs, heals, or even DPS the casual players display ain't exactly inspiring.
When a sub-par, casual, common level DC "A" contributes a 50% increase in damage for a certain DPS "B", so "B"s 10k damage output increases to 15k, the people in Tiamat raid would better benefit from having TWO of that DPS "B" so the overall damage is 20k with the same number of people.
Like it or not, Tiamat is in the core a "deal X amount of DPS within Y amount of time" timed-challenge. Unless you're certain EVERY DC in the instance would put up same, or more DPS as an average DPS class, the more DCs you have, the worse your chances are. It's just how it is. Too many heal/support classes in a direct DPS race hurts the endeavor.
Perhaps DCs would have better meaning when the time constraints were very much loosened, in turn resulting in Tiamat attacks, mob swarms, and all sorts of hostile effects being much more deadlier and threatening -- in which case I'd even support such a change... but when judging things by HOW IT IS, in a timed-DPS race too many support classes are simply a wasted effort.

It is about teamwork, coordination, synergy, buffs and debuffs, and helping each other win.
Low GS does not equal bad player.
Incidentally I have seen a Tiamat victory when the first two heads don't get down to less than 15% on the first round. It took 4 total rounds and the group had less than 30 seconds to spare at the end. But we did it.
Tiamat isnt that hard when people work together. I started farming Tiamat with a GS of 15k and and it was more then enough. meanwhile I have been on the winning side for more then 60 times with maybe 10 or 15 losses. The gs has also improved a lot thanks to that. If people work together normally and are ok players then it isnt hard at all

That's 50% higher than the entry requirement, so no surprise it was 'more than enough'.
I did a zerg run yesterday where my 14.9k GS Scoundrel TR top scored. Scoundrel isn't really a DPS spec. Needless to say we failed hard as group DPS couldn't get the dragon heads down fast enough.

This. New SWs are in the same boat. Their abilities also cause huge lag spikes. Add Tiamat's lag and you have a party!
