CW armor set - Shadow Weaver - set bonus broken

Just like it says, the Shadow Weaver set bonus (t2 CW gear) is not working properly. Sometimes I trigger steal time in front of the 3 dummies in Trade of Blades and it adds 3 stacks of the buff, then I'll trigger Icy Terrain and I get the 3 stacks of the other buff. I can (sometimes) keep this rotation going indefinitely and then I'm looking as some nice stat bonuses and some nice pretty numbers popping up on the screen. It's wonderful when it works, but that's only sometimes. Other times, I'll do the same exact thing and get no stacks of anything from either of those power, or any other powers, and these other times are pretty frequent.

I thought maybe there was some sort of cooldown, but it's not mentioned in the tooltip and there doesn't appear to be one anyway. I say this because (sometimes) I can get the buff stacks, then leave and come back and get them again right away while other times I can approach the dummies and hit Icy Terrain after five minutes of browsing the AH and still not get any buff stacks at all.

The whole reason I ran those dungeons over and over again and picked Shadow Weaver over the others when I finally got a t2 armor piece from the chest was because of the great set bonus, but then when I finally get all the pieces I find out it often doesn't even work at all. I asked about this in the legit channel and apparently it's been an issue for a long time. What gives? Please fix this. Something like this should be a top priority sort of thing to fix. These are major rewards not working as intended.

The SW set is known to have a ~90s cooldown -- not sure if that is WAI or not but it has been that way for awhile.

There is no cooldown on the set bonus. It honestly appears completely random. Not sure who tested it and came up with a cooldown timer, but through my own testing on the dummies I've found that it just works sometimes and not others with no apparent change in what I'm doing. Sometimes it works and I can keep it going for multiple minutes at a time by doing a constant rotation of Icy Terrain, Steal Time, Conduit of Ice, and some other random control power. I can then sometimes wait a few seconds for everything to wear off and then do it again right after. That wouldn't be possible with a cooldown. But then other times I can come back from a few minutes of not doing anything at all (well after this assumed CD) and still it won't work.

Please someone look at this. It's most annoying when I'm in a dungeon with others. Then entire reason I chose the set was so I could be more useful in group content helping my teammates instead of just worrying about myself but it simply does not work half the time.

This set bonus works about 50% of the time if you not doing piece change trick, or 99% if you doing it. That internal cooldown is quite random, definitelly not 90sec. It should be specified, but even without that set is OP especially for Renegade CW, and stacks with others without limit. I'm happy with that.
