I (and other Foundry authors) would LOVE to be able to create PvP maps.
The one major problem is -- how do PvP players choose among the HUNDREDS of PvP Foundry maps that would exist?
maybe you dont know but Dota and TD as game modes came from user made maps from warcraft. The same way those maps had been chosen to be played over and over, it can happen here. It does need the queue system to be a bit different tho, similar to how warcraft had.

Well, I am not a Foundry Author so maybe you can help, but are not Foundry maps ranked with popularity and given the ability to search?
I would only think that initially you might have issues with players not able to find good maps. I would imagine an EASY Que system would be you can select specific maps to Que up for, and when it has enough players for a full match (10) Qued for that specific map, it brings you into the game.
You would see a new chat called <Foundry PVP> where players would end up posting which maps to que up for during pvp hour. Eventually youll have "popular" maps that are the "go to" during PVP hour and occasionally some new popular ones.
The REAL advantage to this, is it would make premades able to que up for specific maps and easily match against a "targeted" opponent who is also qued for that specific map, without worrying about pugs getting in the way.
Let the community worry about "coordinating" which maps to que for. Just give us the ability to que up for them during Foundry Hour enabling us to Foundry PVP and Foundry authors to make the maps.
Again it DOESNT take away from normal domination because its only available during X time, just like GG is ALREADY. It also gives NO rewards, just a creative outlet and new PVP environment from the same maps.

Besides this the developers could take the most popular review pvp foundries and if wanted move them into he random domination queue as official maps.

Yup. This is exactly the idea. After a few weeks, itll be apparent which maps are popular. Throw us a bone and take the top 1-2 and put them in Domination Que.
I mean all they need to do is enable Foundry PVP, and WE will make their content.
In csgo the way they add maps to the official matchmaking from the community is they just get what's most popular on the community servers, make sure it looks good and doesn't have obvious exploits and check that people come back to it. Then the top few make it get released to matchmaking through what's called an operation. The new maps get retired after a few months and a new operation comes out.
CS tends to have like 2000 people searching for a game and 60,000 playing competitive matches at any given time not even counting what's going on in the community servers so they don't worry about splitting the playerbase. Neverwinter doesn't have those kind of numbers so letting people queue for foundry pvp to go by natural selection probably wouldn't work out or you would have so many maps no one could really formulate much of an opinion.
The game does have another feature that might be helpful called overwatch. At 100 wins or something like that you start to get clips of player matches to review and decide if they are cheating. If you think they are and enough people think they are they get flagged and I assume someone higher up actually looks at them. Valve aren't super transparent but that makes sense when it comes to cheats.
Anyway you could have a similar thing with foundry pvp maps in Neverwinter. You could let people make them and have people with over 100 wins review them and maybe point out problems (jump through the wall issues). Top 3 most well reviewed maps go through to live play. The 100 wins is to keep out clueless and the trolls. You might even get a non symmetrical map out of it.
The surprise has to be new maps. The Drow set is no surprise, it's been displayed in Gateway for months. The surprise whith the set is that is was not included in mod5.
So, new maps maybe, with anti-TR features such as detect-stealth towers on the bases, a 900 points bonus start for blue team when red team has a TR, and spawning HP potions healing for twice the amount when proc-ed by a non-TR class.
