well i have my artifact off hand now, its purple, how do you use the cube? ive tried draggin the offhand to the cube but they just swap places in my bag, would using it now turn my artifact back to green? or will it stay purple?

Just thinking on top of my head, I think if you right click on your off hand, there is an option to manage your class' ability or something, there you can choose to roll the stats/class ability and to roll it costs cube. The cube works like a currency/token and is consumed automatically when you roll
As the above poster said, to use your cubes you need to right click on your artifact offhand and at the bottom of the list is an option to manage stats/abilities , something along those lines.
The cubes themselves act as a currency for changes and rolls and are consumed when you do these things. Sometimes it only needs 1 cube other times more.
For example, it takes 4 cubes to unlock a random new class feature or stat buff, you keep the old but will have access to the new unlock ones. you can later toggle which buff you would prefer active at a cost of 5k AD.
You can also use 1 cube to roll for a increase to the stat buff. For example your offhand now gives 100 regen, you can spend 1 cube to ROLL a new regen stat between 100-400 to try and improve this. ALL rolls will consume a cube but only rolls that improve you stat will remain.
100Reg > roll > 238reg > roll > 340reg > roll > 250(you reg will remain 340 the highest so far) > roll > 355reg and so on.
Imo this is another huge AD sink. I 'only' spent 100k for another feat and boon and another 100k for stat rerolls on my CW. I was lucky to get the feat and the boon I wanted each on the first try. An unlucky player could spent up to 1 million AD on that, for each char.

I was lucky, 3 rolls and got Combat Advantage Bonus 398 in my offhand but certainly someone with very bad luck can spend tons on AD trying to roll a high number.

Wow, congrats, really lucky. I settled for something around 350 after 10 tries.

some people in legit were saying when you roll, you can't get a lower number than a previous roll, is this correct?

You can get a lower number but it won't decrease your actual number, you only lose the AD used for that roll, it changes only if you get a higher roll.

just gave it a try, despite AP gain being at 347.
surprised to be lucky enough to 397. including the original roll, it only took me 2 goes to get 397. I'll make do with that I think.
