I just noticed that the golden dragon stiletto (TR offhand) didn't have the bonus on weapon damage when level up.

It's not actually a bug. The offhand doesn't appear to be intended to have a damage increase, only stats.

    Uuuhm, it IS a bug.
Firstly, same level / tier TR offhands ALWAYS have the same weapon damage as the mainhand (see Fallen Dragon, Draconic, ...)
Secondly, look at the weapon damage of the first (green) offhand: 412 - 503
You think it is intended that the lowest quality artifact offhand has more weapon damage than the better ones? These whole values are fishy.
I wonder though if this is just a display bug, or if the weapon damage really isn't upped.

It's like this for all classes. It's not a bug, although the first rank is.

All classes? The only other offhand which has actual weapon damage are the Golden Dragon Blades of the HR. Based on neverwinter.gamepedia, these offhand also has 411 - 503 weapon damage on legendary. But that doesn't make sense. At least for a TR (I don't play a HR to comment on the symmetry of their weapon damage for main- and offhand).

When artifact weapons were first made I recall the devs stating that the TR weapon would have a greater amount of damage on the mainhand to balance out for the difference in the fact that there was no offhand. The reasoning was to match the other classes that had a single weapon to base damage on. Considering that it would not be wise for them to now have increasing damage on the offhand as well and it should be understandable to all that recall the original larger damage for the mainhand.

Nope, that was the HR that have differend damage on melee and ranged: the first with the damage of the offhand, the second with the damage of the mainhand.

Due to getting the main-hand artifact first, we added the extra damage that would have been on the off-hand artifact to the main-hand artifact so that Trickster Rogues would not be at a disadvantage to all of the other classes with just one weapon. As a result the trickster rogues off-hand artifact weapon damage does not increase as it increases in quality.

Hunter Rangers have a similar reason why their off-hand weapons do not increase in damage.

i can understand this for TRs since they use the 2 blades in the same time , but the HR have the melee stance that relies on the off hand , so now all the combat spec is in a big disavantage ! :(

Uh, ok, i trust it. Can't you fix it and remove the vantage so now main hand and offhand are equally? xD

If I remember correctly, the HR Artifact mainhand increases the damage of the offhand - regardless of what offhand is equipped.
    Jenna Sunsoul - Justice Tankadin
    Aelar Hawkwind - Archer
Karrin Feywinter - Mistress of Flame
    Errin Duskwalker - Executioner
    Darquess - Soulbinder

    +1
I'd love the symmetry back. No damage difference to now, just distribute the weapon damage equally among main- and offhand.
