Kicking people from groups

I did a dungeon run and we had a party member disconnect. After waiting awhile we kicked them. The que system provided us with another member. The group explained that it was a greed all run. The new party member agreed to greed all items. We beat the 2nd boss and new member choose need on all items and told us if we don’t like it to kick him. We kicked him. He continued to que and was placed in our instance. We kicked him 3 times and we all placed him on ignore. He was placed in our instance another 15 times or more. After being kicked why does que system allow the same people that you kick to rejoin your party?
