Many seem to be unaware here so I'll explain. This is from a PVP point of view since PVP players seem to be the ones going full P2W since it's required unlike PVE aka walk in the park.
The more one's class is OP, the more they pay money, it's that simple. I'll directly jump into details.
Module 1 : Trickster Rogue and (Aruguably) Guardian Fighter were at the top. These two classes' players paid some good money. Rest of the classes somewhat cried, but not a lot.
Nerf: They completely destroyed Rogue and nerfed the GF T1 set. Both these classes went downhill.
Module 2: New paragon, a monster was created: The GWF. Since this class is naturally gear-dependant. The amount of $$$ Cryptic got skyrocketted, everyone was making GWF's. HR was introduced, gave a bit of $$$ too. All the other classes were irrelevant at this point.
Nerf: They nerfed Sentinel's immortality, many players disappointed, the rest rejoiced. Back into spending money since everything is "Balanced".
Module 3: Pathfinder was introduced, the new OP class of the month. More and more money was paid, everyone was rolling HR's. Rest of the classes were still subpar. Now, to gain GWF's trust again. They modified destoryer, making "Roar", a rarely used skill, popular. GWF were back at it again, they could even compete with Pathfinders but they were still behind them, 2nd place though. Many GWF's were happy, people were either rolling Pathfinders or Roarers. More $$$$
Nerf: HR bonus set, forest meditation, etc etc. Roar was fixed, GWF completely destroyed and put into a sorry state. CW's Shard put into uselessness.
Module 4: To make the raging HR's forgive them, they introduced piercing blade which ignored everything, yay! more HR's paying again. HR back on top quickly. Not only that, but CW, the most popular class which already ruled PVE, was given assaillant, which completely destoryed everyone at the beginning of module 4, even Pathfinders. CW's rejoiced! We aren't free kills anymore ! More and more ZEN was transferred until Cryptic said it's enough, slapped them in the face, and made them go back to free kills, without Shard this time.
Nerf: Piercing blade fixed, Assaillant triple nerfed, Wild's medicine cut by half. More and more TR's starting to give up. DC's as well, they were tired of their pathetic state in PVP, and heals being irrelevant in PVE, they always had to wear the T1 set.
Module 5: The module we're in right now. It's time to rotate FOTM classes! TR and DC this time, let's make one a completely game breaking class and the other immortal. Yup! We see a rise of TR's and DC's again. More zen transferred, other classes VERY unhappy, but who cares, the amount of $$$ DC/TR are spending right now trashes the boycott other classes are making.
Nerf (Upcoming predictions): DC will have another version of rightousness, TR will be put back to a "Toothpick warrior"
Module 6 (Prediction): Hm.... our stastics show that Scourge Warlocks and Great Weapon Fighters are not spending enough money..... time to remedy that ! *Insert new broken feat to Warlocks* *Insert module 2 version of GWF*. more people rolling these two classes, more $$$$.
ADHD version: Each module, a new class or two is re-worked into OPness, for money's purprose.

And the only way to achievr a balance is take players from the game and bring real feedback, so that when they release or rework something to noy be bugged or op. Well they dont ubderstand that they should start the balance from the top to bottom tiers.

People still cried about the CW after being slapped with the fastest nerf ever despite the fact that HRs were the gods of PVP at that time.
The saddest thing about it is that if the devs would actually play with their players, listen to feedback on preview forums and test it out with some actual players and not their Q/A team (who has failed them time and time again) a lot of this would've been prevented.
I think there is possibly a lot of truth to what you say here(OP). Take for example all of the ideas that come from experienced folks around this place. There are some true lobbyists that make a great stance on viable fixes but it mostly goes unacknowledged. But why? Well, money will influence direction the most. No matter how much people complain, at the end of the line there is a profit. If that profit shows it's strength at periodic imbalance, it will continue down that path. If the same $ spendin' @handles show up time and time again pushin' $ into the next FOTM direction, what should we expect to happen?
Do you think they aren't? Destroyer is like a castrated dog searching for his balls when building stacks. Sorry, they are gone. balance. If you ever see video of the clown responsible your only thought will be, oh I get it. I see what happened now.

*from this, the devs decided to "formalize" the buff to gwf, making the "rework" to destroyer+new ranger paragon. apparently did occur the expected success (just in beginning) and they must have considered the possibility that "reworks and ascents" heat the game.
them come zen itens/gear (farm) in sinergy to this "balance" rotation.
Just from reading the first few posts and the OP, this is nothing more than a veiled and cleverly worded Pay to Win discussion....to say nothing of the insults to the devs. Please read and abide by the Rules of Conduct and refrain from such topics.

tbh my predictions are accurate most of the time.
I predicted the Fox Shift not being able to be spammed anymore since module 2.
I predicted that TR would make a huge comeback since module 3
I predicted that DC's will be even more broken than mod1 in terms of healing.
