I'm assuming "Elven Tranquility" and "Elven Ferocity" have the same proc rate. On the Neverwinter Wiki page, it says these have a 60 minute cooldown.
How long are these active? 1 second? 10 seconds?

The shield lasts 6 seconds. Does it redirect 500 damage from every single hit, even from DoTs?

Just picked up this boon a few days ago. Haven't been dismounted yet but it still makes your toon spastic going into combat animation stance if you're just standing around.

60 second cooldown on Elven Tranq/Ferocity. Both are instantaneous, damaging/healing once. The damage appears to be affected by power and %damage increasers.
Fey Thistle doesn't dismount, but does cause characters to enter combat stance every 10-15s briefly.
Augmented Thayan Bastion redirects 500 damage total, ONCE. For example, if you receive 2 hits of 300 damage, you will take 100 damage, the first attacker will take 300, the second will take 200, and then the shield expires. It also has a 60 second ICD.
There's a reason everyone recommends you take Endless Consumption. It has no ICD, and procs about 50% of the time, doubling the effectiveness of your lifesteal.
How about the Madness boon? Is there some reason why this isn't a popular choice?

It works exactly as it says. Gains 1 stack every second at max, when you deal damage, and lasts 10s. So it's only up 10/60 seconds, at best, backloaded. It was good when it gained stacks every time you dealt damage, because then it could be up almost all the time, between bleeds, plaguefire, and AOE attacks. But as it is... not so much anymore.
